The China National Democratic Construction Association
(CNDCA) is a political party composed mainly of
people from economic circles, and characteristic
of a political alliance. It is a political party
devoted to building socialism with Chinese characteristics,
and one of the parties playing a role in state
affairs in the system of multi-party cooperation
and political consultation led by the Communist
Party of China (CPC).
The CNDCA’s political program at the present
stage is to hold high the great banner of Deng
Xiaoping Theory, study and implement the important
thought of the “Three Represents,”* actively participate
in the deliberation and administration of state
affairs and democratic supervision, develop the
social productive forces following the basic line
for the primary stage of socialism in China, promote
socialist democracy, and popularize China’s advanced
culture, and devote all efforts to build China
into a strong, prosperous, democratic and culturally
advanced modern socialist country.
The CNDCA’s tasks at the present stage are,
focusing on the objective of building a well-off
society in an all-round way and bringing into
full play its advantages of close ties with economic
circles, to take an active part in the socialist
modernization drive; to conduct research into
important issues connected with the reform and
opening-up, economic construction and social stability,
so as to represent the opinions of the general
public, offer proposals and suggestions, and play
a better role as a party participating in state
affairs; and to contribute its due efforts to
the acceleration of the modernization drive, the
attainment of national reunification, the maintenance
of world peace, and the promotion of common development.
The CNDCA has been honored with a patriotic,
revolutionary history. It has, over the decades,
established the fine traditions of loving the
motherland and socialism, accepting the leadership
of the CPC and persisting in self-education, and
acquired the historical characteristics of maintaining
close relations with economic circles. On December
16, 1945, the CNDCA was founded in Chongqing with
a membership drawn from among patriotic industrialists
and businessmen, as well as intellectuals who
had ties with the industrial and commercial sector.
The founders were Huang Yanpei, Hu Juewen, Zhang
Naiqi, Shi Fuliang, Sun Qimeng and so on. Immediately
after its foundation, the CNDCA began to take
an active part in the new-democratic revolution.
In 1948, it responded to the “May 1” call of the
CPC for convening a People’s Political Consultative
Conference and establishing a democratic coalition
government. The CNDCA sent representatives to
the Liberated Areas to join in the preparations
for the conference. In September 1949, the CNDCA
delegates attended the First Plenary Session of
the Chinese People’s Political Consultative Conference
(CPPCC), at which the Common Program of the CPPCC
was enacted and the Central People’s Government
elected, making contributions to the founding
of the People’s Republic of China.
After the founding of New China, the CNDCA formulated
the political line of accepting CPC leadership
and serving socialism, and participated in the
work of the People’s Government and the CPPCC,
playing an important role in consolidating the
people’s democratic dictatorship, rehabilitating
and developing the economy -- especially in transforming
Chinese society from new democracy to socialism,
and acting in concert with the state in the socialist
transformation of capitalist industry and commerce
and the establishment of the socialist system.
Since the inauguration of the new period of
reform, opening-up and modernization, the CNDCA
organizations at all levels and their members
have unremittingly followed the basic line for
the primary stage of socialism in China, adhered
to the guideline of “long-term coexistence, mutual
supervision, sincere treatment with each other
and the sharing of weal and woe” governing the
relationship between the CPC and non-Communist
parties; actively exercised its function of participating
in managing and supervising state affairs; and
played an increasingly significant role in participating
in the government, deliberating on major state
policies and the choice of state leaders, managing
state affairs, and formulating and enforcing state
guidelines, policies, laws and statutes. In recent
years, in particular, the CNDCA has organized
human and other resources for investigation and
research into important issues of economic construction
and social development, and offered a plethora
of important opinions and suggestions on economic
planning, the development of the western region,
the promotion of venture capital, the reform and
expansion of state-run enterprises, agricultural
issues, reemployment of laid-off workers, entry
into the World Trade Organization (WTO), the fight
against corruption and for a clean government,
and the promotion of multi-party cooperation,
making great contributions to the reform, opening-up
and modernization drive, to the multi-party cooperation
and political consultation system under the leadership
of the CPC, to the advancement of socialist democracy
and the legal mechanism, to the consolidation
and expansion of the patriotic united front, and
to the maintenance of stability and unity.
Under the leadership of CNDCA organizations
at different levels, CNDCA members have conscientiously
fulfilled their duties at their posts in various
enterprises, educational and research departments,
governments and social administration organs.
At the same time, banking on their unique advantages,
they have actively carried out service activities
in various forms, such as consultancy, intermediary
services and personnel training; taken an active
part in the construction of socialist material
and spiritual civilization; and made positive
contributions to developing the socialist market
economy, increasing the social and economic benefits
of enterprises, spreading science and technology,
advocating professional ethics, assisting ethnic-minority
people in frontier areas, and promoting the common
development of the multi-ownership economy with
public ownership at the core. Meanwhile, the CNDCA
central authorities have established the Democracy
and Construction Press, the magazine Economical
Affairs, and a website.
The CNDCA has been enthusiastic for promoting
social activities, strengthening its ties with
people of economic and related circles from Hong
Kong, Macao and Taiwan, and among overseas nationals,
promoting friendly contacts and cooperation with
relevant foreign parties and associations for
better understanding, and assisting the government
in bringing in funds, technologies and people
of special skills. In these endeavors, the CNDCA
has scored significant achievements, to the acclaim
of people of all walks of life, doing its share
in widening the opening-up, pushing forward the
implementation of the policy of “peaceful reunification,
and one China, two systems,” and promoting the
peace and development of the world as a whole.
The CNDCA has its own organizations established
in the 30 provinces, autonomous regions and centrally
administered municipalities, and large- and medium-sized
cities throughout the whole country. At present
it has a membership of about 90,000, most of them
representative personages in economic circles
and related fields. Among them, 2,166 are deputies
to people’s congresses at different levels, 11,447
are members of the CPPCC committees at different
levels, 1,247 are leaders of government and judicial
organs at and above the county level, and 2,921
are specially invited supervisors or inspectors.
The chairman of the first and second CNDCA central
committees was Huang Yanpei; the chairman of the
third and fourth CNDCA central committees was
Hu Juewen; the chairman of the fifth and sixth
CNDCA central committees was Sun Qimeng; and the
chairman of the Seventh CNDCA Central Committee
was Cheng Siwei, who is also chairman of the current
(Eighth) Central Committee.
*The CPC must always represent the requirements
of the development of China’s advanced productive
forces, the orientation of the development of
China’s advanced culture, and the fundamental
interests of the overwhelming majority of the
people in China.
